| http://www.w3.org/ns/prov#value | - Not only do I think that there is no great risk in devolving these powers but I think there is a strong case for saying that if some of them are basically United Kingdom powers, and basically a question of discouraging development in parts of England, Wales or other parts of Britain so that development can go to Scotland, the proper place for those powers is Whitehall.
