(And if it were me, the key distinction would be whether they are in transit or not; there is a pretty substantial difference between a moving double-wide stroller, or a stroller parked for ten minutes, and a shopping cart standing on the sidewalk for hours at a time.) Taking a dump on the sidewalk: not ambiguous.
