| http://www.w3.org/ns/prov#value | - It is possible that someone with an US CIS I94 temporary permit to be in the US might qualify to apply at a Mexican Consulate in the States, (but I think not.) Clearly, a foreigner, e.g. from India, who also has a US Permanent Residency card, could simply leave Mexico and apply in a Mexican Consulate inside the USA, and not have to return to India.
