  • In my experience, on large software projects, everyone always does #2, because #1 is a non-starter for various reasons (people do not want 50 small assemblies, they want 1 or 2 or 3 large assemblies, for other maybe-good reasons unrelated to the encapsulation point I am raising (aside: everyone mentions ILMerge but no one uses it)).
