Fundamental fairness includes: (1) consideration of the private interest at stake; (2) the risk of an erroneous deprivation of such interest through the procedures used; (3) the probable value of additional or substitute procedures; and (4) the state or government interest, including the function involved and the fiscal or administrative burdens imposed by substitute procedures.
