| http://www.w3.org/ns/prov#value | - A quorum for the transaction of business at any meeting of the Council shall consist of a majority of all of the members of the Council, but if a less number be present they may adjourn from time to time and may compel the attendance of absent members in such manner and under such penalties as may be prescribed by ordinance adopted by the affirmative votes of five (5) members of the Council.
