August 6, 2011 at 9:59 am What I keep coming back to in reading this post is that the state which is held out to be the gold standard for ???environmental protection??? and set the bar for other states and for federal regulation now accepts that cap and trade is a loser, is ineffective, inefficient, and won???t work as intended.
