| http://www.w3.org/ns/prov#value | - (b) It shall be the owner's responsibility to restrain each animal by placing it in a stanchion, holding chute, or by otherwise immobilizing it to permit safe access to the animal by the veteri-narian or authorized representatives of the Department for performance of such duties as may be required by the Department of its representative.
