| http://www.w3.org/ns/prov#value | - Whenever the Council shall determine that it is necessary for the health, welfare, comfort and safety of the people of the City to discontinue an existing street or alley, as platted, it may by resolution, ordinance or other enactment, vacating such street or alley, reserve therein an easement for public utility purposes within the right-of-way of any alley so vacated.
