That the Lord Protector and the major part of the Council aforesaid may, at any time before the meeting of the next Parliament, add to the Council such persons as they shall think fit, provided the number of the Council be not made thereby to exceed twenty -one, and the quorum to be proportioned accordingly by the Lord Protector and the major part of the Council.
