| http://www.w3.org/ns/prov#value | - o do it. there was a period of time when nothing happened, at least nothing publicly happened. and those regulations -- decisions were made not to issue them and i think at the very root of this problem is the fact that they were very late in issuing the regulations that the contractors needed ??
