| http://www.w3.org/ns/prov#value | - I assume the thinking was (a) the typo argument would work and (b) even if it did not, once subsidies actually start flowing to some states and not others (and the residents of some states STOP getting subsidies as they had in the past), the recalcitrant states would scramble on board in a way they would not when the issue was a future and theoretical benefit to setting up a state exchange.
