| http://www.w3.org/ns/prov#value | - I have managed to recruit Sweet after failing a mission (Sweet's Girl) so I would imagine it is possible to do the same for some other characters under the right circumstances. ogglock posted a list here of the missions where you can do this for Sweet, Cesar, and some other characters - I can not verify them all personally, though.
