| http://www.w3.org/ns/prov#value | - I do not think they were dumb either, precisely; I think they didn't want government to work.//it is true that government seems especially dysfunctional at the moment...but remember that during the Clinton era there were actually moments when they failed to pass budgets and the govt shut down, which was arguably even worse than what we have got at the moment.
