| http://www.w3.org/ns/prov#value | - A few years ago I would have thought that climate change and a national plan to reduce carbon dioxide and other GHGs would have been the big driver for change for older coal plants, but the biggest driver is clearly the EPA move on the traditional pollutants that it has been regulated -- moreso than carbon dioxide that it is just now starting to regulate.
