I am not sure how much time you need to decide whether an album is a 10/10, and it seemed there was some disagreement on what a decade actually is. I am going to avoid the big lads (Radiohead, The Beatles etc) here, and using 10/10 to mean albums in the upper 10ish% bracket, as close to perfection as can be:
