  • In August of 2005, the U.S. Court of Appeals for the First Circuit Court held that Puerto Rico is a Commonwealth, not a state, therefore under the United States Constitution, Puerto Rico does not have any electors in the Electoral College which casts the final vote for President and Vice-President of the United States.
