| http://www.w3.org/ns/prov#value | - I believe that the reason for this is a number of veterans get fed up with the bad treatment and stop appealing therefore the cases are shelved and the blame is placed on the individuals for not following up again and again. this has to change and so do a vast number of the workers at the DVA who could care less about anything except their paychecks.
