| http://www.w3.org/ns/prov#value | - (I) If the administrator determines that an applicant meets the qualifications for licensure and finds that the financial responsibility, character, and general fitness of the applicant are such as to command the confidence of the community and to warrant belief that the business will be operated honestly and fairly, the administrator shall issue a license to the applicant.
