No person shall hunt, capture, kill, take, possess, buy or sell any migratory game bird or part thereof, except during such time and in such manner and numbers as may be prescribed by regulations promulgated under the Migratory Bird Treaty Act, an act of Congress approved July 3, 1918, which regulations are hereby made a part of the game law of the state.
