| http://www.w3.org/ns/prov#value | - (b) CAPACITY BUILDING AND TECHNICAL ASSISTANCE- The Secretary shall provide staff training and technical assistance to States, workforce investment boards, one-stop career centers, communities, business and labor organizations, service providers, industry consortia, and other entities, to enhance their capacity to develop and implement effective one-stop career center systems.
