| http://www.w3.org/ns/prov#value | - it is pretty rare for college to be free for illegals OR for legals; there is a limited number of merit-based or status-based scholarships, and of course the new GI Bill, but for the most part it is loans all the way ... very profitable loans too, because they are shielded from bankruptcy relief.
