| http://www.w3.org/ns/prov#value | - it depends if you have also wires in fuse box, I assume most of cars does not have it.... this feature is mainly used in Nordic countries and as I have noticed also in Poland...you do not need any new bumper and lights as it uses dipped beam with restricted voltage, so the bulb ligths only to 60-70%, which is enough for DRL and is also saving bulbs...are you completely sure?
