| http://www.w3.org/ns/prov#value | - If a locality needs to build a new road ??? they should be provided with options which would include paying for it themselves through property or fuel or other taxes OR tolls and they could access a state-level infrastructure loan fund ??? like the literary fund for schools ??? so they could build the road in a timely manner and pay it back like they would for a new school or jail.
