| http://www.w3.org/ns/prov#value | - The states themselves would have the power to fix this, but it would seem that someone from a ???shall issue??? state with a permit could carry in a ???may issue??? state such as New Jersey or New York or California although most residents of those states can not carry because under may-issue laws only political cronies and celebrities can get permits [Connecticut excepted].
