| http://www.w3.org/ns/prov#value | - I think it has something to do with the differences between the two examples, namely that in the example you give 1. you would use identifiers other than race to identify the suspect as well, 2. you are looking for a particular person in the robbery case, 3. you don???t assume before the robbery that the person isn???t white, and 4. you know that a crime has been committed in the first place.
