| http://www.w3.org/ns/prov#value | - Quebec and Seattle are the most logical choices, and certainly the two hockey-less markets that would be best suited for the NHL. Seeing as how they have stadium/ownership pretty much figured out on top of it, it seems pretty simple to me.
