| http://www.w3.org/ns/prov#value | - Just because the sector does not have a homeworld does not mean it does not have asteroids or other planetoids that will not support life but could still provide some sort of materials that can be used to construct ships, starbases, etc which is why I went with a +1 for every 3 sectors.
