I see your point but arguing in favour of a limited territorial application of non-refoulement would be at odd with the aforementioned rights and the reason why there is an obligation to rescue migrants at sea and a SAR area stems from a more general need to guarantee that certain fundamental rights are universally protected territorially and extra-territorialy as long as it is possible to do so.
