| http://www.w3.org/ns/prov#value | - (I) The public policy of this State requires that all proceedings prescribed in this Section, other than criminal actions under Section 1365(i), be heard and disposed of with the maximum promptness and dispatch commensurate with constitutional requirements, including due process, freedom of the press and freedom of speech.
